Pull the plug and do a color reading - that's your best way to deal with it and be sure.
I figured you'd be able to get it running with a filter - though wasn't sure it would run so well!

After almost a month of owning my spree, cleaning the carb three times, replacing the bystarter, petcock, plug, etc etc, I'd been having a very similar problem as you have - WOT crapo-grande performance.
The air filter - if you could call it that - is a ragged foam catastrophe that looks like it was sat on by an elephant. It finally got dragged into the air intake, reducing airflow to practically nothing. When I adjusted the mess, the engine revved up to normal. I'd really underestimated this simple thing and just ordered a replacement. Cheap - $6.00 w/shipping.
Those air tubes are available from places like powersportspro.com.
That and a new air filter element will likely solve your problem.

after using the scooter last night to run to the store (no problems what so ever) and i wake up today and try and start her and she wont start... just cranks.... i checked the plug its still giving out a blue spark... i drained the carb there was fuel in it... im cleaning the carb and letting it soak as we speak... im thinking it isnt getting fuel? so if i suck on my fuel vaccum line i should see fuel comming out the fuel line? does the ignition need to be turned on to see this?
The petcock should work with vacuum applied to the vacuum line whether or not the ignition is on.
Can you start her with starter fluid sprayed into the carb?

First, let the bike warm up - keeping your hand on the throttle if necessary. How fast is that? About a notch less than half way between regular slow idle and when the back wheel just begins to turn as you throttle up on the kickstand. Listen to the pitch of the engine to get an idea where you're at.
I'm guessing that's about 1800. Or thereabouts.
