I understand how to adjust the air and throttle but what do you do with the bottom screw thats near end of the float cap? Put it in tight? Whats that one for?

Another quick carb question!
Last night i took off the carb for a cleaning.. my first time. So i seen a couple of guides that show how to take it apart and put it back together but neither talk about what to do with the 3 adjustment screws.
I understand how to adjust the air and throttle but what do you do with the bottom screw thats near end of the float cap? Put it in tight? Whats that one for?

The screw at the bottom of the bowl is used to drain the bowl. Could open it to drain bowl because of water in the fuel or long term storage.
