Greetings:

The sending unit pops out by unscrewing that unsightly round "saw blade" holding it in. You have to sort of thread the zig-zag rod that has the plastic bobber attached. If you change tanks, you can bend that rod to match, up to a point.

I think that float is black plastic. Can check tonight. The sender unit will come out, there is a fitting to unscrew at the top of the tank. There is a rubber gasket between the sender and tank, it will probably need replacing.

Yes the float is made of plastic.. Can easily be removed before you go welding. And yes i think that rubber gasket should be changed as mine leaked when i was shaking the tank around while cleaning it out with CLR. That and also the gas cap slightly leaked as well.

I ran it by my Dad and he said maybe its supposed to leak air?? My thought was replace both rubber gaskets.

Pretty sure the cap is vented, but it shouldn't leak via the rubber gaskets. Needs to be vented for the gravity-propelled fuel flow.
