These honda 2 strokes are tuned... and no air filter / non-stock air filter would cause the problems you are having (super lean). When you took the carb off you should have had to remove the air-box boot on the right side of your carb.

I forget to add a larger jet ($5) as part of the district.... I have done it, so I can help you more on this once you've got her running again.

Don't buy a harbor freight compression tester... many here have and report bad things. I picked up one from Advance Auto for under $30. Very happy on the purchase.
I'm more than happy to explain it to you. I'll even draw you a picture! But I can't understand it for you.

It's not too discolored. It was wet when I took it out. I have replaced the plug one time when I first got it running.

By-starter can fail... and it can fail in the open position (enriching position). When the by-starter works correctly it closes the enrichment circuit while the engine is running.

It probably is lean because it is light brown. If I put a new air filter in it would it solve that? Would I have to adjust the carburetor?
Is the only way the bystarter can fail is with it open?

You are running lean... no bueno.

By-stater can fail closed... but it would be hard to start if this was the case.

Non-stock air filter would require bigger main jet to fix the lean condition you are suffering from... but you will need more oil too. The 'P' is not adjusting the oil feed... it based on the restricted setup. You would likely need zip-tie the oil pump open and run a touch of premix. An aftermarket air filter would require that you free up the exhaust too.

I recommend a stock air box and filter.

So if I put the OEM air filter in (I have one in okay condition) it will solve the problem?

Typical motor oil...

Clean the filter all the way.... once clean - soak it in 10W-30 and wring to till you can't get any more oil out of it.

Yeah, I ride it on a private road so I don't care about registration or how legal it may be. Thank you for the link. I drilled holes in it a year ago and it did not make a difference so I clamped them shut. I will have to try cleaning it.
