I took the carb off to clean/check it again. I pulled the reeds off this time and it looks like there is a gouge in the plastic reed holder that could be allowing exhaust to leak backwards into the carb:

I have another reed holder that I'm currently cleaning the old gasket off of. Hopefully this is the problem. It was sputtering badly. It's gotten worse and worse. Like it used to run at 30 MPH wide open and sound like it was really working. Now, it will only get up to 30 on a downhill, and it sputters when it goes faster than the motor would pull it on level ground.

I've got a reed holder that is in MUCH better shape that I've cleaned up. I'll put in on in the morning, and hopefully that fixes the problem.

At this point, it's either that, or I dissolved the baffles in the muffler by letting it soak in drain cleaner overnight and need a new muffler.

You cant dissolve the baffles without destroying the rest of the muffler.
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.
