That sounds kinda like a necessary force we call "compression". Low/nearly dead battery would give those symptoms.

Sounds like you need a new battery/ or starter.

It takes alot less "juice" from your battery to turn it over with no plug.

Battery check made simple. Charger battery overnight using a charger that charges at no more than 2 amps for overnight. In morning remove charger and walk away for an hour or two. Use volt meter and read battery voltage (Harbor Freight has cheapie for next to nothing), should be 12.6 volts or more. Leave meter hooked to battery and crank the engine with run/stop switch in stop position. Voltage during a 5 second crank should NOT drop below 10.5 volts. If the battery fails either test, go buy a new one.

Harbor Freight meter.

If you want to go whole hog get one of these battery testers.

or one of these, it will work on your car and boat too.

Pull the starter and see if it runs, off the scooter. If it does, then the bendix or gears are frozen. If it does not run, or runs slow, then yes it can be rebuilt or you can find a used one from one of the members on the forum.
