i got a new spark plug today and still no change in the way it runs. i did notice somthing though( or rather my dad notice it) if let to sit and run for a while small drops of black come out of the muffler ( im 99 percent sure its oil) also it smokes religiously. im guesssin its just running reallllly rich . it still does the thing where it runs fine on the stand but if you put it down and try to ride it it dies immediately. ( when the engine is under load it will die) how can i lean it out if thats what the problem is.

Older engines put into operation usually have a lot of oil in the bottom end. Hard to say, but it may just be that the engine is still clearing itself. The oil comes from a very slight leak in the oil pump over a long time. Usually older engines smoke and foul a couple of plugs until they're put on the road for awhile.
As for whether it's running rich, making sure the needle valve is set in the right spot and that you have a stock jet (if you're running the airbox) should account for most of it. If you (or the last guy) stuffed something through the idle jet, you may have enlarged it and ruined the carb. This is a hard one to check for, I don't know what size it's supposed to be.

Never heard of a #63 jet in one... what year carb?
You need to check the little numbers on the main jet to see what you have in there. You'll want a #65 for a stock engine, a #68 will usually work too.
The needle jet is the needle that pokes out of the carb throttle slide. It's adjustable. Read the service manual and you'll see what I mean.

i moved the clip up to the top notch to lean out the mixture( i have an 87 so theres only 3 notches) i also replaced the spark plug and i t will now get to abot 15-17 and then bog out and sumtimes it will die while slowing down. ill check main jet i have 2 of em so ill try putin the other one in there. could this be a float problem becuase i think that thing is a litle messed up in the new carb. im gonna take all th parts of the old carb and put em in the new one becase the old one is in much better condition ( nay the battle mark from a friend who put the screws in backwards and ruined the carb).

"Bogging" usually means you're not getting enough fuel and leaning out... how's your compression? And do you have good gaskets for the intake manifold/carb, and a good vacuum line connection at the manifold? Look for an air leak.
What do you mean by "my float's goofed up." A low float will also lean out your engine.
