So basically I got a free '85 spree a few weeks ago...
It didn't run, and still doesn't. I've been able to get the engine to turn over, but it won't start. my dad says it could be a problem with the spark plug or the boot. any ideas on how to fix it?

replace the Spark plug first.

or you could had a bad cdi, but the spark plug is cheap, replace it first.

Your post is lacking any info that would allow diagnosis.....if you need help, you must first give the set of circumstances that surround the condition of your scooter......for example,.....has this scoot been operable in the last week?,....month?,....year?.....if you dont know the answer to those, at the very least you will need to check compression, clean carb, test for spark.....then you will have a benchmark for further inquiries...........rock-on.....

It could be lack of spark (really it could be anything at this point!). You can check for spark quickly and easily by removing the spark plug and watching it as you turn the motor over.
That said, its much more likely to be a carb problem. Whether or not you get spark on your check do this:

ok, sorry about the lack of info.
i have actually already cleaned out the carb, the last time it was run was about 3 years ago, and it's been sitting outside since then.
the starter motor wasn't turning at first, but i got it to move with some wd-40 and now it works fine.

Did you verify the fuel passages were clear?

Start at the beginning; the generator. Is the headlight lighting when you kickstart it? If not, check the resistances of the wires coming from the stator. Download a manual and start troubleshooting from there. My lack of spark was from a bad stator. You have to start upstream in the flow, not the end. stator-key-cdi-coil-plug.
