How to tell if running lean or rich?

My buddy bought this from a Flea Market for 50 bucks. Drove it a couple months and passed it onto me. I'm fixing it up and gonna give it a paint job. Battery is dead so we push start it. It was missing a bolt on the carb (see pic), I repaired that, put a new spark plug in it and new fuel lines and it stays running much better. In the future, I'm gonna get a good battery, mirror, fancy paint job, etc. It still has some issues but generally stays running and does nearly 40 downhill. However, since I sealed off that carb air leak I wonder if its running lean or rich and how to tell. I can hold it wide open and it acts like its bogging down but as long as its moving it sort of delays and then gets going. once your going, it'll rip! I just wonder where to start. I did also pull the carb apart and clean it but I admit I don't really know how the carb works to adjust it.

search the forum for plug chop that is the main way to tell if you are lean or rich

if your running without the airfilter then you are most certainly running lean. and lucky to have been running very long at all.

put a new spark plug in. Run it at whatever speed you want to find out the ratio for a minute or two, then hit the kill switch while at that speed. Pull the spark plug and check the color. This will work at an idle, half throttle, full throttle. whatever speed

I would get rid of those original fuel lines and get some new ones, and put an inline fuel filter in. Chunks of rubber play * on those tiny carbs
