what has happened to my front brake, jake?

My front brake had started to feel weak. i heard it grind once and stopped using it figuring the brake shoe had worn out. Picked
up a replacement shoe today and took the wheel off. messed around with it for a long time but i'm not sure whats going on here.
the old brake shoe doesnt look any different than the new one, i had been expecting it to be all worn down. so i havent put on the new shoe.
the cable is good. i was able to squeeze the handle bar and make the cable move. is there some other way to get the slack out of the brake line, some different adjustment? now i squeeze it all the way and i get nothing. if you think you know what my problem is please advise. i'll take it to the shop if it's a serious brake problem i dont wanna kill myself, but i dont have the scooter experience yet to tell if its something routine im missing or something more serious.

this is on my 85 aero

Did you adjust the cable? If not do it by turning the hex nut at the brake lever (near the wheel).

pull the brake cam off, sand the rust off, grease it and your brakes will feel like new
