depends how bad the flat spots are. All the stuff you did hasn't increased your speed?

Re: trouble getting over 27 mph. help please
the used exhaust could be plugged. need to check compression to rule out major concerns.

You are aware that a BBK will not make you a lot faster than the stock 50cc without a gear change?

Re: trouble getting over 27 mph. help please
Greetings:
Compression check is in order for sure.
It it's good, hsve another look at the air filter. The urethane foam grows pasty with age and stifles air flow even if it looks clean. If it feels "squishy" instead of "springy", there's your problem. The fatter Main Jet sorta makes it worse.
Confirm with a dark spark plug. Replace that while you're at it.
A short ride without filter might reveal a big improvement. Do NOT ride far without a new one.
