turn signals and headlight

I have an 83 honda aero nb50 and the turn signals don't flash when bike is off and headlight doesn't come on when bike is off. are these supposed to work when bike is off or just when running?

The headlight only works when the engine is running. The turn signals is probably a weak battery.

i just bought a new battery and is fully charged

They aren't usually charged right out of the box. Use a charger on it's lowest setting for about 10 hours. VERY SLOWLY. Or use a maintainer.
