To get good help you probably need to define "lack of power" a little better.

Does the engine fail to accelerate?
Does the engine accelerate but it doesn't go anywhere?
Is it different under load vs. on its stand?

Also, if you have the capability, it would be good to check the compression.

I had an issue with my 86' Spree doing something similar (soft seizing?) and I corrected the issue by making sure that the fuel was full and all lines (vacuum, fuel, oil) were properly connected and flowing. You may be experiencing mixture issues so keep an eye & nose on the exhaust color, revability after idle, and your oil tank... Mixture would be my first step and then compression, plug fouling, drivetrain... Good luck

No, the Spree will handle 290 pounds forever, at least mine has for the last 18 years.
