any suggestions where to start? I have cleaned the carb like 5 times.

Not sure what you're saying here. Obviously if there is no fuel in the fuel line from the petcock to the carburetor, cleaning the carb won't change anything. It would also be good to mention what type scoot you are working on. Most petcocks for Sprees and Elites have 2 lines - one for vacuum (usually the lower one) and one for fuel. They are designed to let the fuel thru when vacuum is present. You should be able to suck on the vacuum line and fuel will flow thru the fuel line. Then you want to make sure the carb bowl is filling up...

oh yea. 87 se50p. when i suck on vacuum the fuel does go thru the lines. the bowl is filling up. this only happens on cold starts.

so, um, what only happens on cold starts?

so fuel is going through the hoses? and fuel is filling up the carb? Is it filling up on its own suction? or do you have to suck on it? Please try giving us as much info as possible.

there is no vacuum when trying to start it....when i suck on it i see fuel flowing. After it warms up I can start it with no problems.

there is a hose coming out the back of the carb opposite of the bowl drain plug. my question is that suppose to be connected to anything?

I beleive that is a breather or vent hose, could be wrong though, but that's just from memory

I think your first step would be to check compression and rule that out.
Assuming that checks out, sounds like you need to determine if you have a fuel delivery problem or an air leak. The only difference on a cold start should be that the bystarter needle is retracted providing additional fuel mix. You might check to make sure it is positioned correctly and has the o-ring on it.

Do you have clear fuel lines? Is that how you know there is no flow on cold starts? If your compression is good and your vacuum is weak, I would look for an air leak. I've read at least a couple of posts where SE50's had cold starting problems that were cured by putting new gaskets/o-rings on carburetor. My SE50 had borderline low compression and was hard to start cold. It improved with a carb overhaul but still took a while to crank when cold.

BTW - do you have the stock airbox and is the filter element in good shape? Good seal at carb connection?

the gaskets look good. I just bought a brand new filter and use the oem box
