Randomly losing power, goes only 10 mph then randomly normal

Hey fellas, I'm back with a new issue I have been tinkering with my 2001 honda elite 50sa randomly losing full power of the motor. I will be full throttle and it will get stuck around 10-15 mph. I usually listen to the motor as it progresses up speeds, but when this happens, it does not make the acceleration noises. It starts great, motor sounds good, not really sure where to start. Not sure if this is a vague question to ask, but if anyone has any suggestions feel free to let me know, I would be extremely grateful. Either way I'm truly appreciative of all the great advice this forum has already given me to get my elite on the road!

Greetings:

Hmm, could be a lot of things. Tackle them in the order of Easiest-to-Do first.
1. Have a look in the fuel tank. Use a flashlight. Better not a match...
2. Buy a new spark plug. Check compression while it's off, then Install new plug.
3. Open the airbox and check for chunks-o'-foam flaking off and fouling the reeds. Get a new foam element, oil and install per Manual.
4. Pull the exhaust and look for Cakes-O'-Carbon. Decarbonize pipe.
5. Dig into the carb for cleaning. Ugh.
