Starter Gear Washer Questions

Are you supose to have a washer on the end of the starter gear?On the parts fiche it shows one,but the one I ordered from Honda doesn't fit.It's too big.It says it is supose to be 10mm.If that was the outside dimension, maybe it might fit,but not the inside being that size.The part number is 90401-437-000.Maybe they put the wrong one in the package?Thank You very much!
