Stopped Running while I was riding

I bought a spree that was sitting around about a month ago and got it in working order, cleaned the carb, got a petcock, and a few other things. But I was riding it the other day and it died and i can't get it started.

The sparkplug is dry as a bone when I check it after starting it. The eletric start turns it over, but when I tried the kick start it won't spring back. I opened up the case and it looked fine. Is this a starter problem or something with the carb not giving it fuel?

Not getting fuel. Make sure your adjustment screws are proper on the carb, if nothing, try spraying some carb cleaner, or clean the carb again.

I definately saw a lot of scooters in Milwaukee while I was visiting. I also have another question-
Why are there so many Volkswagen vehicles there? More VW's than any other city. I'd see at least a few Jetta's parked on nearly any given city block. I don't have anything against VW; in fact they are my favorite cars, but I just wonder why there are so many there.
