spree petcock drilled out, screw shoved in vacumn part?

I have a 87 spree and the as tank is all rusty on the inside. i am in the process of cleanin it out and i noticed the petcock has been drilled and there is a screw shoved in the vacumn part of it. it starts up and runs for 1 min then dies every time. is this because of the rust always clogging jets or vacumn line blocked? Will it run with the petcock that way after the tank and carb are clean?
