Idle issues and unresponsive throttle Sb50p

Alright so I finally got this bike started after a year. It’s an 89 Honda Sb50p. When I first got it started it was acting like the throttle was constantly pinned. So I pulled the carb cleaned out the hole that the throttle pin goes into and cleaned the throttle needle. And now it starts every single time but the idle seems like it’s running on a loop. It seems like it’s about to die and then idles high and then repeats the cycle. The throttle seems like it’s not doing anything at all. As in whatever I do with the throttle it does not affect the idle loop it’s on. Also turning the idle screw does nothing to change the idle. Thanks in advance.

It sounds like the engine is sucking a substantial amount of air from someplace. Carb/manifold seal and many, many other places need to be examined.
