HELP! My Honda Spree Died Randomly!

Hey guys, so the other day my spree wouldn't fire up. I took the auto bystarter out and the needle fell in. Tried to remove it but was unsuccessful in doing so. Because I couldn't get the needle out, I ordered a carb off of eBay, brand new. I put the carb on and it fired right up. I was riding and smelled fuel, so I came to a stop. The spree died and I saw a small puddle forming underneath the moped. The float bowl drain was screw was untightened, so I thought big deal, I'll just screw it back in. Well I did and it didn't fire up. I let it drain for maybe about a minute and then I started getting suspicious. The spree has a vacuum operated petcock, right? Well I think it failed as it just drains fuel without the vacuum. I think that the carb flooded and just kept getting fuel. Please help. Thanks
