1998 Elite SR low top speed
My Elite SR has been running fine but recently the top speed has lowered to 25 mph. I'll be at full throttle but once I hit 25 the rpms will drop and keep me at around 25 mph. I pretty regularly go on 30 and 35 speed limit roads so I would like to fix it soon.

Inspect CVT components. Could be as simple as a worn belt or flat-spotted rollers. Maybe a new contra spring is needed.
Draw lines with a sharpie on the variator and do a top speed run. This will show you how high up the belt is getting at full tilt. Should be about 1/4” from the top.
If CVT checks out, do compression test and check entire system for air leaks: carb connections, intake, base and head gasket, crank seals, etc…
Could also be just a dirty carb or air filter.

Thet-thar's ^^ good advice fa sho'. Depending on mileage, another suspect would be the air filter. Pretty easy to check first. Worth changing a spark plug too. Another less-likely culprit is exhaust blockage. Including mileage and engine behavior - Stuttering? - when symptoms appear would guide advice more precisely. SR models had no speed limiters. Top speed = power + gearing minus wind and rolling resistance.
