I have a 1987 spree that used to run great.
Went to start it, wouldn’t start.
Kicked and kicked until it locked up.
It had filled the cylinder with fuel.
Thought it was a messed up float, replaced the carb, decided to compression test.
It was bunk, tested @ 30 psi.
I rebuilt the scooter.
Tested @ 112 psi of compression.
Put a S23 pipe on it, new plug, new gas, still nothing.
I checked the reed block and realized that the reed was blown back the wrong way.
Completely destroyed, (maybe from backfire??) threw a new reed block in it and it fired up with the stock jet.
With this s23, scooter swap shop recommends a bigger jet, so i put a 72 jet in and couldn’t get it running.
So, I downsized to a 70 jet and it would start up but not idle and would only run with the throttle wide open.
So, today I decided to button everything up and put it back to stock jet and after I did, I cannot get the thing to kick off at all, even with electric start.
Any ideas??
I’m going to replace the CDI box tomorrow, but as of now, it has fresh carb with original Honda jet, brand new spark plug, fresh 93 fuel, s23 pipe, fresh rebuild tested at 112 psi of compression, has spark, has fuel, it has air.
I’m at a loss with this one.
I have over 12 scooters.
Sprees, elites, Razzes and never had this type of issue.
Open to any and all ideas to get this thing going.

Have you checked the bystarter and associated fuel circuit?
Aside from that, you're changing too many things at once to narrow it down. I'd suggest putting it back to stock, get it running right, then add the parts back one at a time.
I'm personally not sold on upjetting for anything aside from intake changes. For pipe it shouldn't matter, and you can confirm by measuring head temps.
