Fuel thingy

OK so i hav a Question about this moped i picked up its some off brand but, its got the same type of fuel setup the sprees have. with that vacuum valve thinng on the gas tank, the two lines come off of it, one to the carb for gas and the other is a vacuum? wahts the purpose of them. and can it be converted to gas always?

It keeps gas from constantly being fed to the carb, why bother converting it?
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.

doesn't it stop flowing when the floats are up ?

That's what I have thought as well. Apparently not.

only flows when the engien is running, creating a suction opening the valve, even with a float valve it will still flood and leak out/ cause hard starts.
