Brake locked from Cold?

Brake locked from Cold?
So I'm back at school and it's d*** cold, it gets as low as single digits and looks like it won't be above freezing for a while. I brought my 85 spree up here and am keeping it under a backyard cement staircase to protect it at least from the wind and snow. I went out today to see how it lasted a snowy freezing night, and when I went to hold in the right brake to start it, the lever would barely pull back. I didn't want to force anything, so I just went back inside and covered the spree back up. The bike is backed in under the steps so the front of it gets more exposure to the wind and snow. Is this something typical of keeping it outside in freezing temps?
