honda elite forks

ok ive got a 2001 honda elite S. ive recently noticed that the handle bars are slightly off compared to the front wheel. also it will turn and hit the stop in one direction but in the other it will turn way past the stop. i took off the front cover and one of the little tabs is broken off. if i were to just replace the forks would that fix this problem? also what all goes like a DD50 front end swap with the different head set and disc brake set up?
