Front wheel assembly?
I am trying to install my front wheel and it does not seem to spin freely. I am using my old brake shoes and everything else the same. It feels like the brakes are on when you spin it.
94 Elite s50, 72cc, 9:1 gears, 50mph so far

Check to see that you have all the spacers in the correct order. The Service Manual for your bike (or one similar enough) has exploded parts diagrams. See Technical Documents. If you've cranked down on the axle nut with something amiss, you may have bent the forks or some other part. Hope you didn't.
Make sure you insert the axle from the side Honda-san prescribes, usually from the right going to the left. If a bearing should partially seize, the axle won't unscrew and drop your front wheel while underway.
I also assume you have loosened the special nut that pretensions the brake arm/cable? If all is correctly assembled and the cable is slack, then the possibility of a bad bearing should be investigated before attempting to ride. A severely warped drum is another possibility. Check for squirrels' nests in there too.
Brakes are no trifling matter.
