Ruckus belt is meant for a longer swingarm. Maybe try a Honda Metropolitan belt? Seems like it's a smaller legnth similar to the Dio swingarm...

I used the stock Elite belt for both mock ups and it seemed to fit the same. The ruckus belt would be way to long

The trouble with the Met belt - and I have NOT personally confirmed this - is the angle of the Vee, which seems to be weird, like 32 or 28 degrees instead of 30. Its 661mm length is intriguing, however; midway between ZX 654 and ZX 669 spec. I'd try one if I could be sure the thing would grip the pulleys - maybe after wearing in for a week? (On a ZX assembly, 654 has mediocre take-off and 669 can limit top speed.)

go for a koso stage-6 fully adjustable clutch, it bites hard off the line, the clutch bell stays on an allen wrench does it through the bell, 3 days later and im dialed in, use the white springs

No, the Ruckus driven assembly will not work properly on an af16 block. Try spinning it after you torque it down. It will rub. Now, look at the case side of the assemblies. Notice the differences? If you are still having difficulties, compare the af16 and GET transmission case assemblies.
You can still try the R&D but I wouldn't set my hopes on it.
