I would go 2 sizes down on both main and pilot and try that if not the go 3 sizes lower on the pilot and 2 sizes lower on the main ... smaller induction less air, way less ...

Smaller carb equals higher vacuum and smaller jetting. Be sure that your 28 has the jetting you want if you want to lean your jetting down by an exact amount. If it is four stroking lean it. If it is not, richen it till it does then lean it. It is an art the way I do it. What are you doing with the 28? I could be interested.

The jetting has nothing whatsoever to do with the fuel to oil ratio, or at least next to nothing. The jetting has to do with the air to fuel ratio (way more important to your engine's survival than whether you have a 32 to 1 or a 60 to 1 oil ratio), from which you want about 14 to 1.
