is it true you can drill out the exhaust and gain a few mph on a 85 spree

If it is an Iowa Spree, yes but you have to change the main jet to the 68 used in the standard Spree or you will run lean.

Assuming I understand this right,
if I already have a 68 main jet, theres nothing to be gained by butchering the muffler (apart from sore ears) ?

The drilling out of the exhaust only applies if your muffler has the restrictor washer welded in the opening of the exhaust pipe where the pipe bolts to the exhaust port on the cylinder. Drilling the muffler else where is a waste of time and hard on the ears and can get you ticketed.

What size should the opening be sans washer? Will be taking a look next time 'I'm in the shed

Does not matter, if the washer is there it is obvious because it is welded over the opening and you just remove all traces of it.
