I put in super stiff 2000 clutch springs and while idling on the center stand the rear wheel still spins slightly. If i put my foot on it it stops of course and when you are sitting on it and give it gas it doesn't really hook up until 5500 if slow on throttle, and about 6200 if you snap it WOT from a dead stop.

Is this normal, or is there a problem that at 1700rpm on the center stand the rear wheel spins a little?

How are you measuring the RPM of the engine?

With a trail tech vapor, picks up signal off the spark plug wire.

It is normal. Even though the clutch isn't engaging fully until 55-6,200 there is still frictional rotation happening as the belt turns the pully. As long as when it is on the ground, or when your foot is applied, the scoot isn't trying to creep forward or the engine is loading up trying to turn the wheel at idle it is perfectly normal.

Generally a turn wheel that can be stopped by grabbing it is not an issue.

Okay cool, just wanted to make sure this was normal, I can stop the wheel by applying light pressure to the clutch bell or the Tire, I just found it odd that with heavy clutch springs it would still grab at idle.

The clutch isn't grabbing, just the pulley bearings rolling the shaft a little with their friction.
