I have done some searching and measuring and think i have determined that my motor is early 98.
I just got my G9 gears pressed in and went to order a new gasket and learned that there are 2 different ones for the 98
94-97: Honda Part# 21395-GAH-000
98-01: Honda Part# 21395-GBL-870
Bike Bandit has the GAH for 94-97 then GBL for 98-01. So thinking i had a 98 i ordered the GBL
So I got my micrometer and determined that my shaft is 14.8mm which places me in the 94 - "Early" 98 series correct? (94-97 according to bikebandit...)

Well i switched my gasket order to the 94-97, hope its right. But all the gears are in and no rubbing or binding! (I Lied see below!)

update in which i also mention in my build.
Installed the gears, no notice of rubbing or anything.
Got new trans gasket and installed the trans cover. Tighten bolts and the clutch shaft is difficult to turn by hand even with the clutch bell on.
Loosen 1 or 2 trans cover bolts just a little and it spins freely by hand.
Dont feel/hear any metal to metal so it must just be the new gear shaft is tight against the case. I am not cranking down on the trans case bolts and tighten gradually and notice the tension increases as i do so.
Anyone else with this issue? Not as severe as the last guy with the gears rubbing the case but wanted to make sure. When i sung the trans cover bolts i have no gear oil leaks but turning the clutch bell takes a little forearm muscles

Aftermarket countershafts often differ from stock enough to bind. It can be overall longer, or the position of the "step" between gears along the shaft is different. Most of the time, a swap of the thick plastic washer for a second, thinner metal one relieves the bind.

Thanks wheel. Mine already has a thin metal washer on the counter shaft. They guys on my thread just say to remove it completely.
