mods now no top end

mods now no top end
hey guys,
I did a few mods, but i dont know if they are supposed to reduce top end. I know the pulley mod does but heres what i did:
Shaved head .020
Ported intake/exhaust
gutted muffler
new rings
elite shock
thats pretty much it and it gained mad torque and runs fine, but it tops out at like 28 whereas before i could get to 33-35. It MIGHT be running a little lean, but it was running a little rich before.
I dont know tooooo much about tuning. so i dont know if it lost top end because it is running too lean? but i didnt think that could be the case.

Two questions:
1) What, exactly, does that "gutted exhaust" look like?
2) Did you vertically enlarge the exhaust port at the piston? Or did you just clean up the inside a bit? And did you touch the cylinder intake ports as well?
I would be tempted to shave the pulley as well to see if that evens out your performance.
