after a rebuild

well I just got my spree back together after puting new rings and the two new bearings on the crank in. but now i took it for a drive and am only doing 27 top. my take off is better than it used to be but now i cant go faster than 27 i used to be able to go around 33 and putting new parts in it i thought i would be able to go a little faster. but for some reason that is not the case. does anybody no what may be wroung with this and why the top end is slower.
