Technically it is illegal for anyone other than a Certified Honda Technician to adjust the mirrors. Also techically, some jurisdictions could conceivably cite you for mods - any mods - that cause the vehicle to produce more than its EPA-alloted emissions-per-mile, and require you to show that you had restored it to stock. For a while the city of Denver would impound any motorcycle that had a pipe other than stock, and wouldn't release it until the owner reinstalled the original-equipment exhaust.
However for that to happen to you, your bike would need to be inspected. Some states and cities require periodic emissions testing. Most do not.
So feel free to set that idle mixture to where it actually starts and runs. (Remember those plastic caps that prevented adjustment outside of a certain range, Bear?) Swap main jets, carbs, intakes, bore kits and pipes. They are for "Off-Road Use Only" - says so rat thar on the box. For the gallon of fuel I burn in a week, personally I don't feel too guilty. Particularly not when I follow my neighbor's clapped-out Maxima, AKA the Smoke Machine, to the freeway onramp. Otherwise I always confine all my riding to the track.

Illegal for you to adjust the mirrors? Not even, not anywhere, no how. That would be like saying you can't adjust the seat so you can reach the pedals. If there is/was an emissions sticker on your scoot, then yes, if the state had the laws in place (the feds do but have no way to enforce it other than to punish the professional mechanic that they can prove did a mod) to cite you for the equipment mod but I know of no state that emissions tests scooters. No emission requirement means, stock is just and option. A cop would have to be knowledgeable enough about scooters to know it was not stock. This of course is null and void if you run your mouth at the cop and * him off.

Denver's program was (and may still be) a response to a public outcry against straight pipes on cruisers. If the bike didn't have that "This vehicle conforms to all applicable noise regulations..." thing engraved into the pipe, they called the flatbed and took it downtown. You can google this.

Modding past 50cc in states with special moped classes can get you in trouble. For example, in AR, 50cc bikes don't need plates, registration, or even a license, unless you're under 16. 12-15 y/o's can ride on the street with a 50cc bike with a special license.
Now if you mod the bike past 50cc in AR, you could get a ticket for any of the following:
1) No license (you'd need one, although not with an endorsement, which is only needed in this state past 250cc as I recall.)
2) No registration (legally you would need to re-title as an assembled vehicle and register it with the VIN)
3) No insurance
You could also get an "Exceed city noise ordinance" on modified pipes. I've often wondered how a lot of the HD's with aftermarket pipes get past this one.
All this varies state to state. In Washington state, you need title, registration, plates, insurance, and a license anyway (I don't think a MC endorsement is required), so, hey, mod away as long as you have the MC endorsement, no one can say anything.
As for the EPA? When was the last time the EPA checked your scoot or pulled you over? Most of those laws are meant for OEMs and get into import standards. In other words, if your container of Chinese bike you had shipped over don't meet EPA regs and markings, it gets to sit on the dock and wait for you to fix them all and get them re-inspected. The EPA has been threatening to get into the regulation business, as it relates to modified choppers and Harleys, since thesedon't meet noise or emmisions regs once modified. You can see the issue that the EPA gets into here, and the complete PIA it would be to regulate every HD tuner out there...I'm not sure what ever happend to this, that was a couple of years back.

In Washington State, no insurance requirement on motorcycles, scooters included in Washington, yet. No endorsement require but you must have a drivers license.
