As long as it's Spree-related, it's fine. If you want to chatter about non-Spree-related stuff, put it here. The forum exists for Spree owners to use and post on.

I don't suspend users. I might lock threads that drift into name calling and don't seem to be coming back. We haven't had that here yet.

The only place that posts should try to stay on-topic is in the tech sections; there are people that are really trying to get stuff running, at least most of the time. For example: if someone in London, Ontario posts that he needs someone local to help him, it is completely non-value-added to post a "Sorry I don't live there" blip. What's the point of that?
