The panel under seat, has a rivet. Is this correct.

Yes. The AF05 version had the plug vertical in the center and was accessed through this hatch. The AF16 moved the plug angled and installed from behind. (If you have skinny monkey hands...). So they sealed the plastic pet carrier with a giant rivet.

Picked up the scooter a few weeks ago. 131 original miles. Just needs a carb cleaning. Hopefully all else checks out.

The access panel is a neat idea in pinch while youre doing roadside repairs/diagnostics but they snap off rather easily. Maybe 25yr old plastic has something to do with that.
In the comfort of your own garage, I suggest just removing the seat bucket for better access. Do it a few times and it comes out in less than 5min.
