Sure-enough there's a spec and measurement in the FSM, but the PA carb float lacks the bendable metal tab that lets you adjust it. If it's out-of-spec, replacement is the only option. Occasionally it's assembly error. It is frightfully easy to get it wrong.
Usually the problem is in the float seat. Corrosion often prevents the rubber-coned needle from blocking fuel flow when indicated. The seat can be polished up using a partially-stripped cotton swab and some polishing compound - paste wax "cleaner", or even Colgate can work great.
If that fails, the needle itself is probably worn and needs to be replaced. Even if it looks perfect, it can not work properly. Honda and the aftermarket get about $15,000. per pound of float needles, but if that's what the carb needs, there's no substitute.

well i measure the float and it seems to be just over 1/2 and the manuel say it should be at 12.2 mm (.46"). And when i tip the carb upside down and push on the float there is a fraction of hesitation in the needle. But remember im a so i might be making a bigger deal of it then it is let me know what u think.

First locate where the gas is leaking from. Is it from the carb overflow? Is it from the petcock and running down the side of the hose to the carb body? Is it leaking from the bowl as in a bad seal? Is there a crack in the hose or maybe the hose is not sealing around the nipple...

Oh, so it is only running in 5 second intervals? Have you tried running it on a premix spray?

No starting fluid in 2 strokes! It wipes the oil off everything and allows metal to metal contact. Is the carb/intake isolator mounted properly? If upside down and/or backwards it leaks air causing a no start condition.
